The building on the intersection between via Mengoni and Corso Europa was purchased by the Municipality of Fontanelice in 1932. It was immediately ceded to the Fascist Party so it could have a local headquarters (or Casa del Fascio), which was inaugurated on 11 November 1933.
The project was entrusted to the engineer Remigio Mirri, who designed a building with an accentuated eclectic style. The sharp verticality of the facade, its three-part opening, as well as the cornice and the gable, are elements borrowed from the Art Nouveau style. The external surfaces in opus incertum stone reflect local construction techniques and those used in Roman times. The original project included animal-shaped heads and two lions guarding the entrance, features that are no longer present.
After the war the building became a Casa del Popolo, with the large first floor room housing a cinema.
Since 2006 it has housed the Municipal Library of Fontanelice.
